Udyam Registration Major Activity: Services or Trading? How Your Choice Affects a Mudra Loan, and How to Fix a Wrong Entry

Choosing manufacturing, services or trading on Udyam? See how the choice affects a Mudra loan, what banks check, how to fix a wrong entry, and examples.
Harpreet sells mobile phones, covers and chargers from a 150-square-foot shop in Ludhiana. He also repairs screens in the back. On a Sunday afternoon his nephew registered the shop on the Udyam portal in twenty minutes, for free. Under "major activity" the nephew ticked "Services", because, as he put it, "you repair phones, that is service, and everyone says services is easier."
Three months later Harpreet applied for a Rs.3 lakh Mudra loan to stock more phones. The loan officer opened his Udyam certificate, looked at the activity, then looked at his GST return and his bank statement. Nearly everything coming in was sales of goods. Very little was repair income.
"Your certificate says services. Your turnover says trading. Which one is it?"
Harpreet had no answer. The file sat for two weeks while he tried to find out whether the certificate could be changed, whether a new one had to be made, and whether the mismatch had damaged his chances.
It had not. But it had cost him time, and it had given a careful officer a reason to ask more questions than he otherwise would have. This guide explains what "major activity" on Udyam really means, how manufacturing, services and trading are treated differently, where the real rules are and where online claims go beyond them, how a mismatch looks to a bank, and how to fix it quickly.
(This story is fictional. Names, places and amounts are examples only.)
QUICK ANSWER
On Udyam you pick the activity that actually earns most of your money: manufacturing, services, or trading (retail or wholesale). Pick by your real income, not by what sounds easier. Retail and wholesale traders can register on Udyam, but the facility was extended to them for priority sector lending, and reports indicate they do not get every other MSME benefit. A Mudra loan covers trading, services and manufacturing, so a trader is not locked out of Mudra. The danger is a mismatch between your certificate, your GST and your bank statement. If your entry is wrong, you can update the Udyam details on the official portal for free, without a new registration or any agent.
1. What "major activity" means on Udyam
Udyam Registration is the government's online registration for micro, small and medium enterprises. It is free, it runs on the official portal at udyamregistration.gov.in, and it links your PAN and Aadhaar details with your business. Nobody needs to be paid to register. The certificate you get is the document most Mudra lenders ask for first, because it shows your business identity and category.
During registration you are asked about your business activity. The portal uses the National Industrial Classification, or NIC, to describe what you do. Each NIC code belongs to a broad group: manufacturing, services, or trading. When people say "udyam registration major activity", they mean the activity that brings in the largest part of your income. If you do more than one thing, you can add several activities, but the certificate still reflects what your business is mainly about.
Your udyam registration major activity matters for three reasons.
First, it is a public statement of what your business is. A bank officer reads it before reading anything else.
Second, it should agree with your other papers. GST registration, shop licence, bank statements and your project report all tell the same story. When one of them tells a different story, someone has to explain it.
Third, for traders it decides which benefits apply, as explained below.
2. The three types: manufacturing, services, trading
The three groups are easy to explain by one question: what does the customer pay you for?
If the customer pays you for something you make or process, it is manufacturing. A bakery making biscuits, a unit stitching garments and a workshop fabricating gates all fit here.
If the customer pays you for your time, skill or a facility, it is services. A beauty parlour, a tuition centre, a repair shop that charges for labour, a transport operator or a cloud kitchen delivering prepared food fit here, depending on how the food business is classified under the NIC code you choose.
If you buy goods and sell them without changing them, it is trading. A kirana shop, a mobile phone retailer, a cloth wholesaler and an online reseller of finished goods are traders.
Table 1: The three activity types in plain words
| Activity type | What the customer pays for | Typical examples | Main cash cycle |
|---|---|---|---|
| Manufacturing | A product you make or process | Bakery, tailoring unit, fabrication, papad making | Raw material to finished goods to sale |
| Services | Your skill, time or a facility | Salon, repair, coaching, transport, photography | Mostly labour and equipment, little stock |
| Trading | Goods bought and resold as they are | Retail shop, wholesale dealer, reseller | Stock to sale, credit given and taken |
Many real businesses are mixed. Harpreet repairs phones and sells them. A dhaba cooks and also sells packaged snacks. The next section shows how to decide.
3. How to decide for a mixed business
Do not choose your udyam registration major activity by what sounds best. Decide by numbers you can show.
Look at the last 12 months. Which activity earned the largest share of your income? That is your major activity. If you are new and have no history, look at your plan: where will most of the money come from in the first year?
A quick test that works well: put your last twelve months of bank credits or your sales register into two columns, one for goods sold as they are, one for work done and goods made. Whichever column is larger decides the activity. If the two are close, pick the one that matches your GST registration and your project report, and add the other as a second activity.
Table 2: Deciding for a mixed business (udaharan figures)
| Business | Share of income | Likely major activity | Second activity to add |
|---|---|---|---|
| Phone shop with screen repair | 85% handset and accessory sales, 15% repair | Trading | Services |
| Tailor who also sells readymade | 70% stitching, 30% readymade | Manufacturing or services, depending on how the work is classified | Trading |
| Dhaba with packaged snacks counter | 90% cooked food, 10% packets | Services (food) or manufacturing, depending on the NIC code | Trading |
| Dairy collecting and selling milk | Mostly milk sold as collected | Trading or allied activity, check the code | None |
| Printing press with stationery sales | 60% printing jobs, 40% stationery | Manufacturing or services | Trading |
The tailoring, dhaba, dairy and printing examples show a fact many websites skip: the classification of some businesses is not obvious, and the same activity can sit under different codes. In those cases the portal's NIC search is the guide. Search for the code that matches your work most closely and read its description before you select it.
4. Can traders get Udyam and Mudra?
Udyam registration for traders is allowed, and so is a Mudra loan. The difference lies in what Udyam gives them.
On Udyam: the Ministry of MSME decided that retail and wholesale traders could register on the Udyam portal. According to explanatory articles on the subject, this was done so that traders could benefit from priority sector lending, and traders do not receive all the benefits that manufacturing and service MSMEs receive. I could not open the RBI document on this topic while preparing this guide, so I am relying on secondary explanations here. Please check the current notification on the Ministry of MSME website before you tell a customer or a banker the exact list of what a trader does and does not get.
On Mudra: PMMY covers non-farm income generating activities in manufacturing, trading and services. A shop that buys and sells goods is within the scheme. So a trader should not be told "Mudra is only for manufacturing". The Mudra tiers apply to all three: Shishu up to Rs.50,000, Kishor from Rs.50,001 to Rs.5 lakh, Tarun from Rs.5 lakh to Rs.10 lakh, and Tarun Plus from Rs.10 lakh to Rs.20 lakh for those who have repaid an earlier Tarun loan properly.
So the honest picture is this. If you are a trader, you can hold Udyam and you can apply for Mudra. What you should not do is relabel yourself as a service provider to look more eligible for other schemes. That can create problems when someone checks your GST or turnover mix.
5. What the choice changes and what it does not
Many people believe the activity type changes the size category. It does not. Micro, small and medium are decided by investment in plant and machinery or equipment and by turnover, and the limits are the same for manufacturing and services enterprises. As per the MSME classification in force from 1 April 2025, a micro enterprise has investment up to Rs.2.5 crore and turnover up to Rs.10 crore. A small enterprise has investment up to Rs.25 crore and turnover up to Rs.100 crore. A medium enterprise has investment up to Rs.125 crore and turnover up to Rs.500 crore. Check the portal for the figures in force on the day you read this.
For a typical Mudra borrower, a shop or workshop with a loan of a few lakh rupees, the category is micro in every case. So the activity does not move you between categories. What it changes is how your business is read.
Table 3: What the activity choice changes
| Question | Does the activity type change it? | Comment |
|---|---|---|
| Micro, small or medium category | No | Decided by investment and turnover |
| Eligibility for a Mudra loan | Not for these three types | Mudra covers manufacturing, trading and services |
| Other MSME benefits for traders | Yes | Traders are reported to get priority sector lending only; check the current notification |
| How the officer reads your cash flow | Yes | Traders carry stock and credit; services carry labour and equipment |
| Fit with GST and other papers | Yes | A mismatch invites questions |
| Fee for Udyam registration | No | Registration is free for everyone |
6. How a bank reads your activity
An officer does not read your activity as a label. He reads it as a risk pattern.
A manufacturer needs raw material and finished stock, so the officer looks at working capital and at the machinery quotation. A service provider needs equipment and skill, so he looks at the equipment cost and at how steady the customer flow is. A trader needs stock and gives credit to customers, so he looks at stock turnover, credit period and margin.
This changes what your project report must show.
Table 4: What the project report should emphasise, by activity
| Activity | Officer's main concern | What your report should show |
|---|---|---|
| Manufacturing | Machine cost, raw material cycle, capacity use | Machinery quotation, monthly capacity, raw material cost, wastage |
| Services | Equipment cost and steady demand | Equipment list, customer count, price per service, utilisation |
| Trading | Stock turnover, credit and margin | Stock value, purchase and sale cycle, gross margin, debtors and creditors |
The same loan amount can look strong or weak depending on whether the report speaks the right language. A trader who writes a manufacturing-style report with machine capacity looks confused. A tailor who writes a trading-style report looks like someone who does not understand his own business.
7. Real examples by business
Here are four common situations with figures. All numbers are udaharan, meant to show the method.
Example 1: a trader needing stock finance. A grocery wholesaler wants Rs.2 lakh to hold more stock. At 11% for 36 months the EMI is about Rs.6,548, and the total interest is about Rs.35,700. If he turns his stock over six times a year at a gross margin of 8%, then on a stock of Rs.2 lakh the yearly gross profit is about Rs.96,000 before costs (Rs.2,00,000 x 6 x 8%). Against an annual repayment of about Rs.78,576 (Rs.6,548 x 12) this is thin, which tells him either to reduce the loan or to improve margin.
Example 2: a service provider buying equipment. A photographer wants Rs.3 lakh for cameras and lights. At 11% over 60 months the EMI is about Rs.6,523, or Rs.78,276 a year. If his yearly operating profit before EMI is Rs.1.8 lakh, the DSCR is about 2.3 (Rs.1,80,000 divided by Rs.78,276), which is comfortable.
Example 3: a manufacturer buying a machine. A small unit wants Rs.5 lakh for a machine. At 11% over 60 months the EMI is Rs.10,871, or about Rs.1.30 lakh a year. With an operating profit of Rs.2.1 lakh before EMI the DSCR is about 1.6.
Example 4: a mixed shop. Harpreet's shop sells Rs.9 lakh of goods a year and earns Rs.1.6 lakh from repairs. Total income is Rs.10.6 lakh, and goods sales are about 85%. His activity is trading with services as a second activity. For a Rs.3 lakh loan at 11% over 60 months the EMI is Rs.6,523.
Table 5: Repayment comparison for the four examples (udaharan)
| Example | Loan | Rate and tenure | EMI | Yearly repayment |
|---|---|---|---|---|
| Grocery wholesaler | Rs.2,00,000 | 11%, 36 months | Rs.6,548 | Rs.78,576 |
| Photographer | Rs.3,00,000 | 11%, 60 months | Rs.6,523 | Rs.78,276 |
| Small manufacturing unit | Rs.5,00,000 | 11%, 60 months | Rs.10,871 | Rs.1,30,455 |
| Phone shop | Rs.3,00,000 | 11%, 60 months | Rs.6,523 | Rs.78,276 |
DSCR is calculated here as yearly operating profit before loan payments divided by the yearly EMI total. Interest is not added again because EMI already contains it.
8. Documents that should match
The cleanest files are those where every document points the same way. Before you apply, put these side by side.
Table 6: Documents and the activity they should agree with
| Document | What it shows | What to check |
|---|---|---|
| Udyam certificate | Registered activity and NIC code | Matches your real main income |
| GST registration and returns | Goods or services supplied | Same nature as Udyam |
| Shop and establishment licence | Type of premises and trade | Same trade name and address |
| Bank statements | Source of receipts | Credits look like your stated activity |
| Project report | Cost, income, EMI, DSCR | Written for your activity type |
| Quotations | Machinery or stock cost | Matches loan purpose |
| Aadhaar and PAN | Identity | Name spelling same across all papers |
Small differences are normal. A tailor can have GST under "services" and Udyam under "manufacturing" because the classification of the work is arguable. What officers dislike is a large unexplained difference, such as Udyam showing services when 90% of GST turnover is goods.

9. Wrong entry: what to do
You do not need a new registration. You can update your Udyam details on the official portal, where the activity and NIC code are among the fields you can edit, and the update is free. The exact screens change from time to time, so follow the options shown on the portal when you log in with your Udyam number.
Before you change anything, decide what is true. A registration is not a place to guess. If your income is mostly from selling goods, trading is the honest answer, and it does not stop you from getting a Mudra loan.
Things to keep in mind when updating:
- Keep your old certificate. An updated one should replace it in your file, and the loan application should carry the new one.
- If you have already applied for a loan with the old certificate, tell the officer about the change and give him the new one. Do not wait for him to find it.
- Update your GST details if they are also wrong, because the two should agree.
- Do not pay a consultant for this. The portal does not need an agent, and fraudsters use "Udyam correction" as bait.
10. Step-by-step: fix or choose correctly
Step 1: Open your Udyam certificate and note the activity and NIC code currently shown. Step 2: Pull your last 12 months of bank credits or your sales register. Step 3: Split your income into goods sold as they are, goods you made, and work or services done. Step 4: Find the largest share. That is your major activity. Step 5: Search the NIC list on the portal for the code that matches your work most closely and read its description. Step 6: If your certificate does not match, log in on the official Udyam portal with your registration details and open the update option. Step 7: Correct the activity and add a second activity if your income is mixed. Step 8: Download the updated certificate and check that the name, address and PAN details are unchanged. Step 9: Make sure your GST registration and project report describe the same business. Step 10: Carry both the updated certificate and a one-line note to the bank explaining what changed and why.
11. Loan sizing by activity
The activity also guides how much to ask for and for what purpose. A rough way to size a request is to match it to the real cost of what you buy.
A trader's loan is usually for stock and sometimes for fittings. The stock value should match your turnover. If your monthly sales are Rs.1 lakh and you turn stock over every month, asking for Rs.8 lakh of stock finance looks inflated.
A service provider's loan is usually for equipment. The quotation decides it. Two or three quotations from different suppliers, with the same specification, make the request look careful.
A manufacturer's loan has two parts, machinery and working capital. Show both separately. A machine quotation covers the first, and the raw material cycle covers the second.
Table 7: Matching the loan purpose to the evidence
| Activity | Typical purpose | Evidence the bank will want |
|---|---|---|
| Trading | Stock, shop fittings | Stock list, supplier quotations, past sales |
| Services | Equipment, tools, vehicle | Quotations, customer records, bookings |
| Manufacturing | Machine, raw material | Machine quotation, raw material rates, capacity sheet |
If you need a Mudra project report built around your activity type, with cost, income, EMI and DSCR arranged for the way bankers read it, MudraReady can generate it. Your first report is free.
Rejection Ke Udaharan: Bank Ne Kya Kaha Aur Fix Kya Hai
Case 1: Harpreet, 34, Ludhiana
What happened: His certificate said services, but 85% of his GST turnover was goods sold.
What the bank said: "Your registered activity does not match your turnover."
Exact fix: He updated the activity to trading, added services as a second activity, and submitted the new certificate with a short note. The file moved ahead.
Case 2: Neeta, 41, Pune
What happened: She runs a stitching unit. Her Udyam said trading because a cyber cafe operator picked it at random.
What the bank said: "A stitching unit shows as a trader. Please clarify."
Exact fix: She corrected the NIC code to a stitching activity, and rewrote her project report with a machine list and monthly capacity.
Case 3: Salim, 47, Lucknow
What happened: He paid Rs.1,500 to an agent to "upgrade" his Udyam to manufacturing so that he would get a subsidy. His business was a hardware shop.
What the bank said: "Your records show trading. Your GST shows trading."
Exact fix: He restored the honest entry and applied for a trading loan. He reported the agent to the cyber crime portal.
Case 4: Kavita, 30, Jaipur
What happened: Her project report was written like a factory report for a boutique that mostly sells readymade clothes.
What the bank said: "We cannot see your stock or margin."
Exact fix: She rewrote the report in a trading format with stock turnover, margin and the debtors and creditors cycle.
Case 5: Rakesh, 39, Nagpur
What happened: He had no Udyam at all and applied with only a shop licence.
What the bank said: "Please bring Udyam registration."
Exact fix: He registered on the official portal for free in one sitting, selected trading honestly, and returned with the certificate.
Fraud Se Kaise Bachein
Udyam Registration is free on the official portal. Anyone charging you for registration, for a "premium" certificate, for "upgrading" your activity type or for guaranteeing Mudra approval is not offering anything official. Look-alike websites with names that resemble the government portal collect fees and personal details. The PIB Fact Check unit has flagged fake Mudra approval letters asking for fees such as Rs.350 (12 July 2026), Rs.6,550 (21 June 2026) and Rs.7,699 (March 2026). Always check the web address before you enter your Aadhaar or PAN.
- Mudra does not appoint any agent or middleman.
- Approval never comes through WhatsApp or social media.
- Loans are given only by banks, NBFCs and MFIs, and no advance fee is charged for approval.
- Anyone asking for money as a "subsidy", "processing" or "loan release" fee is running a fraud.
What to do:
- Do not send money.
- Do not share OTP, Aadhaar or bank details.
- Verify at the branch in person.
- Report at cybercrime.gov.in or call 1930.

FAQs
What is major activity in Udyam registration?
It is the business activity that earns most of your income, picked from the National Industrial Classification list on the Udyam portal. The groups are manufacturing, services and trading. If you do more than one thing, you can add other activities, but the main one should match your real income and your GST records.
Should I choose services or trading for my shop?
For udyam registration, services or trading is decided by what the customer pays you for. If you buy goods and resell them as they are, it is trading. If customers pay for your work or skill, it is services. For a mixed shop, pick whichever earns the larger share of income and add the other as a second activity.
Can a trader get a Mudra loan?
Yes. PMMY covers non-farm income generating activities in manufacturing, trading and services, so a retail or wholesale business can apply. The lender still checks your cash flow, stock, credit history and documents. Expect to show a trading-style project report with stock turnover and margin.
Do traders get all MSME benefits on Udyam?
Reports say retail and wholesale traders were allowed to register on Udyam for priority sector lending only, and not for every other MSME benefit. I could not verify the full list on the official notification. Check the current Ministry of MSME notice before you rely on any particular benefit.
Does the activity type change my micro, small or medium category?
No. The category depends on investment in plant, machinery or equipment and on turnover. In the classification from 1 April 2025, micro means investment up to Rs.2.5 crore and turnover up to Rs.10 crore. Most Mudra borrowers fall in the micro category whatever their activity.
I picked the wrong activity. Do I need a new Udyam registration?
Usually not. You can log in to the official portal and update the activity and NIC code in your existing registration. It is free. Download the updated certificate, check the details, and give the bank the new one along with a short note explaining the change.
Can I add more than one activity?
Yes. The portal lets you add more than one activity or NIC code. This suits mixed businesses such as a phone shop with repair work. Keep the main activity equal to your largest income source, and make sure GST and your project report describe the same business.
Will a mismatch between Udyam and GST cause rejection?
Not by itself, but it invites questions and delays. A careful officer will ask which record is right. Keep the records consistent, and if there is a reason for a difference, explain it in a short note so the officer does not have to guess.
Is Udyam registration compulsory for a Mudra loan?
Many lenders ask for it because it is the standard business identity document, and Udyamimitra uses it for applications. Whether a particular lender will lend without it is that lender's call. Since registration is free and quick, there is no good reason to go without it.
Do I have to pay anyone to register or correct Udyam?
No. Registration and updates are free on the official portal, so there is nothing to buy. Anyone asking for a fee, or promising guaranteed Mudra approval, is not offering anything official. Do not share OTPs or Aadhaar details with strangers, and report suspicious offers at cybercrime.gov.in or on 1930.
Conclusion
The choice between services and trading on Udyam looks like a small tick box, but it is really a statement of what your business is. Make it honestly, and every other document you hold will back it up.
Harpreet's shop is a trader with a repair counter. Once he updated his certificate to trading, added services as a second activity and rewrote his project report around stock turnover and margin, the same officer who had asked "which one is it?" had nothing left to ask. His Rs.3 lakh stock loan worked out to an EMI of about Rs.6,523 a month, well inside what the shop earns.
The rules to take away are short. Pick the activity by income, not by sound. Traders can hold Udyam and can apply for Mudra. Activity does not change your size category. Keep Udyam, GST and bank statements pointing the same way. If you have made a mistake, fix it yourself on the official portal, for free.
