Part 1: MPBF Kya Hai? — Simple Bhasha Mein Samjho
MPBF full form hai Maximum Permissible Bank Finance.
Simple mein: Bank aapko working capital ke liye kitna loan de sakti hai — yeh MPBF batata hai.
MPBF kyun calculate karna padta hai?
Jab aap bank se working capital loan maangte ho, toh bank check karta hai ki:
- Aapki business ko kitna working capital chahiye
- Bank kitna loan de sakti hai (limit)
- Aapko kitna margin (own contribution) dena hai
Example se samjho:
Maano aapki business ka:
- Current Assets (CA) = ₹10,00,000
- Current Liabilities (CL) = ₹3,50,000
- Working Capital Gap (CA — CL) = ₹6,50,000
Ab bank calculate karegi ki is ₹6,50,000 mein se kitna loan de sakti hai.
Method I: 75% of Gap = 75% of ₹6,50,000 = ₹4,87,500
Method II: 75% of CA — CL = 75% of ₹10,00,000 — ₹3,50,000 = ₹4,00,000
Interpretation: Bank ₹4.00-4.87 lakh loan de sakti hai. Baaki paisa aapko khud dalna hai (margin money).

Part 2: Tandon Committee — Kya Hai Aur Kyun Important Hai?
Tandon Committee Kya Hai?
Tandon Committee (P.L. Tandon ke leadership mein) 1974 mein RBI ne banaya . Is committee ne working capital loans ke liye guidelines banayi . "The study group, which was headed by Shri. P.L. Tandon, framed guidelines for fast-working capital loans in July 1974 which are known as Tandon Committee recommendations" .
Tandon Committee Ne Kya Recommend Kiya?
Tandon Committee ne three methods recommend kiye . Method III ko drop kar diya gaya . Method I aur Method II abhi bhi use hote hain .
Method I vs Method II — Comparison Table
| Parameter | Method I | Method II |
|---|---|---|
| Formula | 75% of (CA — CL) | 75% of CA — CL |
| Margin | 25% of Working Capital Gap | 25% of Current Assets |
| Current Ratio | 1:1 | 1.33:1 |
| Loan Amount | Higher | Lower |
| Margin Required | Lower | Higher |
| Bank Preference | Less strict | More strict (preferred) |
| Applicable For | CC/OD limits up to ₹2 crore | CC/OD limits above ₹2 crore |
Method II is preferred by banks, especially for borrowers with working capital limits above ₹50 lakh .

Part 3: MPBF Formula — Detailed Explanation with Examples
Method I — Formula
MPBF = 75% × (Current Assets — Current Liabilities other than bank borrowings)
Margin: 25% of Working Capital Gap
Current Ratio: 1:1
Example :
| Parameter | Amount (₹) |
|---|---|
| Total Current Assets (TCA) | 10,00,000 |
| Other Current Liabilities (OCL) | 3,50,000 |
| Working Capital Gap (TCA — OCL) | 6,50,000 |
| 25% of WCG | 1,62,500 |
| MPBF (Method I) | 4,87,500 |
Method II — Formula
MPBF = (75% × Current Assets) — Current Liabilities other than bank borrowings
Margin: 25% of Total Current Assets
Current Ratio: 1.33:1
Example :
| Parameter | Amount (₹) |
|---|---|
| Total Current Assets (TCA) | 10,00,000 |
| Other Current Liabilities (OCL) | 3,50,000 |
| 75% of TCA | 7,50,000 |
| Less: OCL | 3,50,000 |
| MPBF (Method II) | 4,00,000 |
Why Method II is Preferred
Method II is preferred because it demands a higher borrower contribution — 25% of total current assets (not just the WCG). This results in a more conservative (lower) MPBF, strengthening the borrower's current ratio. RBI made Method II mandatory for working capital CC limits exceeding ₹2 crore vide its guidelines in the 1990s.

Part 4: Current Assets — Kya Include Karein, Kya Nahi?
What Counts as Current Assets?
Current Assets are assets expected to be converted into cash within 12 months or one operating cycle.
| Asset | Include? | Notes |
|---|---|---|
| Inventory / Stock | ✅ Yes | Raw materials, WIP, finished goods at cost (not MRP) |
| Sundry Debtors | ✅ Yes | Trade receivables within 90 days (not NPA or old dues) |
| Advances to Suppliers | ✅ Yes | Mobilisation advances for delivery of goods — short-term only |
| Cash & Bank | ✅ Yes | Cash on hand, current account, savings account |
| Loans & Advances | ✅ Yes | Advances to staff, security deposits due within one year |
| Pre-paid Expenses | ✅ Yes | Insurance prepaid, rent paid in advance — current portion only |
Do NOT Include:
| Asset | Why Not? |
|---|---|
| Fixed assets | Land, building, machinery — not current assets |
| Debtors > 180 days | Considered sticky / bad |
| Long-term investments | Not current assets |
| Deferred tax assets | Not current assets |

Part 5: Current Liabilities — Kya Include Karein, Kya Nahi?
What Counts as Current Liabilities?
Current Liabilities are obligations due within 12 months. Critically, exclude existing bank CC/OD — those are the output of the MPBF formula, not an input.
| Liability | Include? | Notes |
|---|---|---|
| Sundry Creditors | ✅ Yes | Trade payables to suppliers |
| Customer Advances | ✅ Yes | Advance payments received from customers |
| Statutory Dues | ✅ Yes | GST payable, TDS payable, PF/ESI dues |
| Accrued Expenses | ✅ Yes | Salaries payable, electricity dues, rent payable |
| Short-term Borrowings | ✅ Yes | Unsecured loans from directors/promoters due within 12 months |
| Current Portion of TL | ✅ Yes | Principal instalment of term loan due in the current year |
Do NOT Include:
| Liability | Why Not? |
|---|---|
| Existing CC/OD limit | MPBF tells you the maximum bank can lend. Including the CC limit in CL would create a circular dependency. |
| Long-term loans | Not current liabilities |

Part 6: Why Current Ratio Must Be ≥ 1.25
Current Ratio Kya Hai?
Current Ratio = Current Assets ÷ Current Liabilities (including bank CC/OD)
Why 1.25 is Important
RBI's prudential guidelines require a minimum Current Ratio of 1.25:1 post-lending. This means for every ₹1 of current liability (including the new CC limit), the borrower must have ₹1.25 of current assets. This buffer of 25 paise per rupee acts as a liquidity cushion.
If your CR falls below 1.25: Bank will either reduce the CC limit, ask for additional security, or reject the application. Method II is designed to automatically produce a CR ≥ 1.33 when correctly applied — providing headroom above the RBI minimum.

Part 7: MPBF vs Working Capital — Kya Fark Hai?
| Parameter | Working Capital | MPBF |
|---|---|---|
| Definition | Business ko day-to-day operations ke liye paisa | Bank ka maximum working capital loan limit |
| Calculation | Current Assets — Current Liabilities | 75% of Current Assets — Current Liabilities |
| Who Calculates | Business owner, CA | Bank, CA |
| Purpose | Determine fund requirement | Determine bank loan limit |
| Bank Use | Bank checks working capital requirement | Bank sanctions loan based on MPBF |
Summary: Working capital batata hai ki business ko kitna paisa chahiye. MPBF batata hai ki bank kitna loan de sakti hai.

Part 9: Common Mistakes to Avoid
| Mistake | Why It Causes Rejection | How to Fix |
|---|---|---|
| Wrong formula | Many use simple working capital formula, not MPBF formula | Use Tandon Committee Method I or II |

| Choosing wrong method | Method I is liberal, Method II is stricter | Use Method II for loans above ₹50 lakh |
| Not calculating margin | Banks require margin (own contribution) | Calculate 25% of gap (Method I) or 25% of CA (Method II) |
| No MPBF in project report | Bank cannot assess working capital requirement | Always include MPBF in project report |
